After consultation with President Stearns, Dr. Dyde gave the following interpretation and instructions concerning the rules established by the Regents on March 20, 1942, to govern the admission of American born persons of Japanese ancestry:
Rule 1. | Evidence required to establish citizenship in the United States is a birth certificate or the equivalent, e.g., the affidavit of the attending physician. If it seems probably that the student will be able to secure the necessary document he may be permitted to register provisionally and allowed a reasonable amount of time for its presentation. |
Rule 2. | The student's signed affidavit, prepared in quadruplicate, to the effect that he has the necessary funds for his tuition and maintenance at the University of Colorado for the quarter for which he wishes to register and that a similar affidavit will be made for each subsequent quarter for which he may wish to register is required. One copy is to be given to the student; one is to be sent to the President, one is to be sent to Dr. Dyde, and one is to be kept by the Registrar. |
Rule 3. | Self-explanatory. |
Rule 4. | The Registrar's office will write a letter to the F.B.I. in Denver after the registration of each student admitted under these provisions, reporting to the F.B.I. the name of the student, the name of his parent, the school from which he comes, his address, etc. The student is to be informed that this is being done for his protection and a copy of the letter is to be sent to the President. |
Rule 5. | Self-explanatory. |
Rule 6. | This refers to the plan as a whole and not to the admission of the individual student |
Rule 7. | With the release of the status slip, the Registrar will send to the Dean of the college in which the student is to register a letter staing that the student in not eligible to enter classes in which the subject matter is of a confidential nature. |
Dr. Dyde also recommends that we write to the head of the institution from which the student comes for any information he may be able to give concerning the student. It is also suggested that the F.B.I. in the student's own community be notified that the student is enrolled at the University of Colorado.
